11 Steps to Getting Started in Contract Staffing

Top Echelon Contracting, Inc., provides a means for recruiters to offer contract staffing. By making contract staffing placements through Top Echelon Contracting, recruiters can avoid many of the pitfalls associated with contract staffing. We handle all of the time-consuming paperwork and administrative details. We employ the candidate and handle the payroll processing, funding, tax withholding, insurance coverage, benefits administration, contracts, employee paperwork, invoicing, collections, etc.




2. Contracting is for Direct Recruiters too:Contracting is for Recruiters
Recruiters (both contract and direct) can offer contract staffing to clients and candidates when they use the services of Top Echelon Contracting. From the recruiter's point of view, the process of making a contract placement remains the same as making a direct placement. You find a contract job order, you recruit a candidate for the contract assignment, and you maintain your recruiting relationship with the client and candidate.





Customized Quote3. Customized Quote:
When you speak with a Contract Administrator, we can discuss the details of your specific placement and email you a customized quote within minutes. The quote takes into consideration all the mandatory charges for Federal and State taxes, and insurance (including Workers’ Compensation insurance, liability insurance, and state required disability insurance). This ultimately leads to the remaining profit margin and your hourly recruiting income.

You can use our quote to negotiate with the client and candidate with regards to bill and pay rates. After you have reached an agreement with the client and candidate as to bill rate and pay rates, your work is almost complete. All you need to do is complete the Setup Sheets and submit them to our office. The forms are available online.

4. The Client Services Agreement:
When we receive a Setup Sheet for a contract placement, we begin the paperwork process. The initial step is to generate a legal agreement (Client Services Agreement) between Top Echelon Contracting and the client. This agreement identifies the terms and conditions of the contract placement, including billing and payment terms. It can also include a customized conversion fee to protect the recruiter if the client would like to hire the candidate as their own employee. However, Top Echelon Contracting does not ensure the existence or enforceability of any such conversion clause. Likewise, we do not take any portion of the recruiter’s traditional conversion fee.

5. The Candidate Paperwork:
Our next step is to create an “at will” Employment Contract for the candidate, along with all of the standard employee paperwork. The contract is customized based on the information supplied on the Setup Sheets. In addition to the contract, the following is included with the online paperwork:

W-4 - Ensures proper federal taxation
I-9 - Used for verification of employment eligibility
Employee Information Sheet - EEO compliance form and Ensures proper state taxation
Direct Deposit Authorization - (optional) Allows employee to have direct deposit
Weekly timesheet - Used to record hours worked
Benefit package - Detailed documentation on the optional benefits available
Handbook - Details policies and procedures of Top Echelon Contracting
Background information & Authorization - Gives consent to conduct background screening (mandatory on all employees)

Time Sheet and Payroll Process6. Time sheet and Payroll Process:
Top Echelon Contracting employees are paid on a weekly basis. Timesheets are signed by the client, authorizing billing. In addition, we provide the option for direct deposit, free of charge. Expense reimbursements are also handled through our payroll department.





Client Invoicing7. Client Invoicing:
We invoice the client. The standard procedure is to invoice the client on a weekly cycle, based on the actual hours worked and authorized on the employee’s timesheet. The timesheet is attached to the invoice for additional documentation. The recruiting firm is also identified on the Top Echelon Contracting invoice so the client knows who recruited our employee.




Collections8. Collections
Top Echelon Contracting collects all receivables from each client company. What about conversion fees? We don’t do that. Collection of conversion fees is your responsibility because it is directly related to your recruiting relationship with the client.





Payment to Recruiters9. Payment to Recruiters:
Recruiter shares become due only when a client pays Top Echelon Contracting for open invoice(s). Top Echelon Contracting generally tries to pay the recruiter’s share (as set forth on the applicable Quote) within 24 hours of receipt of payment from the client. It is our goal to pay recruiters as quickly as possible. Recruiter checks are mailed or sent by Federal Express, based on the recruiter’s request.

10. Reports to Recruiters
Top Echelon Contracting provides recruiters with online access to a Statement of Contract Assignment (SCA) to keep recruiters up to date on their contract placements. The following information is included on the SCA:
  • Reports to RecruitersHours worked by the Top Echelon employee each week
  • Total hours worked for the assignment
  • A listing of each client invoice
  • The total amount billed to date
  • Each payment received from the client
  • Each check Top Echelon Contracting has sent to you
  • Your total recruiting income from the assignment
  • All current/open invoices to the client

11. Available Resources
Top Echelon Contracting does not maintain a client or candidate database of its own. Instead, we allow recruiters an opportunity to make money by referring contract staffing placements to us. We have trained professionals in each of the following departments:
  • Accounting
  • Contract Administration
  • Human Resources
  • Payroll
