I. Top Echelon Contracting’s Frequent Contract Placer Program (FCP)
Top Echelon Contracting has implemented a program which allows
recruiters to make more money through our organization. The Frequent Contract Placer Program allows recruiters to earn “cash-back” points based on recruiter income (commission) earned on contract placements made through our office. You can earn up to 3% more in contract placement income.
This program costs you nothing to participate. Any recruiter reaching the required recruiter income (commission) on his or her contract placement will be awarded with a check at the end of each calendar year. The more recruiter income (commission) you accumulate, the better the award you can win.
The Frequent Contract Placer Program is one benefit of conducting business with Top Echelon Contracting. It is designed to create excitement, spur competition, act as a motivator, and unleash your performance above and beyond your normal monetary gains. Top Echelon Contracting has voluntarily chosen to fund this incentive program, and it costs you nothing. Everything you earn or win through this program is above and beyond what you should expect from any contract staffing service provider. Sometimes in this business all you need is a little encouragement to get you going. This program was designed to give you that extra encouragement!
II. Purpose of the FCP
Top Echelon Contracting offers this program to recruiters as an added incentive to utilize our organization as the recruiter’s contract staffing service provider of choice. We also want to encourage direct placement recruiters to add contract staffing to their business model. This increases revenue for each participant.
III. Award Categories
We have established five award categories: Diamond, Platinum, Gold, Silver, and Bronze. The levels are based on recruiter income (commissions) earned on contract placements made through Top Echelon Contracting. With the five award categories, you can rise to the level you are capable of achieving and add more money to your bottom line.
IV. Who is eligible?
Any recruiter making contract placements through Top Echelon Contracting is automatically eligible to participate in our Frequent Contract Placer Program. You don’t have to fill out an application to be eligible. Simply being a recruiter making contract placements with our organization qualifies you for the program.
V. Logistics of the program
- As you make contract placements through our office, Top Echelon Contracting personnel will keep track of your recruiter income (commission) earned on the contract placements. We do the accounting for you. We even provide you with a Login I.D. and Password which will give you access to this information via a secure website. You can check your recruiter income (commission) and award category at any time throughout the calendar year!
- As you accumulate your “cash-back” points, you will reach different award categories. The first category, Bronze, is reached when you have accumulated $20,000 in recruiter income (commission).
VI. You earn and spend your own points
Recruiters may not exchange, buy, sell, or otherwise commandeer points from other recruiters. If one recruiter leaves a firm, those points earned to date must be cashed in by that recruiter only. The spirit of the program is “You earn your own points, and you spend your own points.”
When setup sheets are submitted to Top Echelon Contracting at the beginning of a contract placement, the recruiter’s name appearing on the setup sheets is the recruiter who will accumulate the points.

VIII. Where can I check my points?
We provide you with a Login I.D. and Password when you go to the following Login area on our secure Website http://www.topecheloncontracting.com/recruiters/login.aspx This will give you access to your FCP accumulations and category ranking at any time!
IX. What is my recruiter income (commission) based on?
The program is based on money paid to you by Top Echelon Contracting. As always, your recruiter income (commission) is paid out to you by Top Echelon Contracting within 24 hours of our office receiving payment from the client company.
X. Can I earn FCP points on the contract placements I have now with Top Echelon Contracting?
Yes, you can! Each time the client company pays one of our invoices for the contract placement you have running through our office, you will get credit for the recruiter income (commission) paid to you on that particular invoice.
XI. Duration of the FCP
The Frequent Contract Program will run from January 1st through December 31st of any given year. On January 1st, all FCP balances will be “zeroed out” and will not be carried forward into the following year.
XII. I am a member of Top Echelon Network. Do I receive Top Echelon Network Frequent Placement Program (FPP) points for split contract placements run through Top Echelon Contracting?
First of all, you do not need to be a Member of Top Echelon Network to utilize the services of Top Echelon Contracting for your contract placements. To answer the question, yes, you would receive Top Echelon Network FPP points in the above scenario. Top Echelon Contracting would take care of notifying Top Echelon Network in these cases so you receive credit for your FPP points. You would also receive your FCP points from Top Echelon Contracting as well!
XII. When do I receive my FCP award?
Awards will be passed out to all Top Echelon Network Members who attend the Top Echelon Network National Convention. If you are not a Member of Top Echelon Network, or are a Member who does not attend the National Convention, your award will be mailed in May of that year to the address you designate on the Redemption Form.
NOTE:
- IRS regulations require that Top Echelon Contracting send a 1099 to each recipient of a check issued under the Frequent Contract Placer Program, unless the payee is exempt from such reporting. The 1099 must be sent to the payee for the year in which Top Echelon Contracting issues the check. For instance, let’s say that you earned your FCP points throughout the calendar year 2008. By the rules of the program, your award will be issued to you by Top Echelon Contracting in May 2009. Top Echelon Contracting will send you a 1099 in early 2010, so that you can report this award as income during the calendar year of 2009 (because that’s when you received the check). Please understand that Top Echelon Contracting frequently endures stringent audits, so we will not postpone sending you your 1099 for any reason (i.e., even if you didn’t budget enough money to cover the taxes). Therefore, we encourage you to withhold enough taxes throughout that calendar year in order to cover this additional earned income from Top Echelon Contracting.
